Dispatch the adjacent green bus with the visible 12 counter after orange starts clearing, opening the lower-right connection.
Use the next visible purple and yellow matches as bays free, keeping the lower cyan arc open.
Follow with the red and cyan matches exposed by the first departures; do not fill a free bay with a black question-mark bus.
Alternate blue, green, and pink buses with departing route colors so the five regular bays do not become a parked queue.
Clear the late brown and purple groups through the bays released by the middle departures.
