Select the fire hydrants in the 3x3 grid, rescan every refreshed coordinate, and Verify only after the current board is clear.

Read the Fire Hydrant target and map the grid as rows 1-3 and columns 1-3.
Select the first visible targets in order: (1,2), (2,1), (3,1), (3,2), and (3,3).
Let each selected cell refresh, then select a replacement hydrant at that same coordinate if one appears.
Follow the recorded refresh chain, including later revisits to bottom-row cells and the refreshed (1,2), (2,1), and (3,1) cells.
When no current cell contains a hydrant, click Verify and confirm the page advances to Level 19.
